February 5, 1789
Sir,

Agreeably to the resolution of the Convention, who framed the new constitution of the United States of America, and in pursuance of an act of the General Assembly of the State of Maryland, we herewith transmit to you the certificate of the Electors for the said State of their votes for a President and Vice President of the United States of America.

In behalf of the Electors present I have the honor to be with great respect
