for Temporary Use, 115 RE, and all other laws, regulations, and rules which have been incorporated into this Code or which are contrary to or inconsistent with this Code, shall be repealed.
Section5.The Minister of Justice and the Minister of Interior shall be in charge of the execution of this Act and, for such purpose, shall have the power to issue ministerial regulations regulating the work under their duties in order that criminal prosecutions be smoothly handled.
