(3)to elect or remove deans of faculties and heads of sections;
(4)to act as the Ministry of Public Instruction CSSC[1] according to the Act Regulating Civil Servants, 2476 BE, in so far as the positions of professors, instructors, and staff members with monthly salaries from the state budget are concerned;
(5)to lay down regulations governing the appointment, promotion, removal, and control of professors, instructors, and other staff members with monthly salaries from the revenue of the University according to section 7(2);
(6)to lay down regulations governing the conferral of degrees and diplomas;
(7)to prepare the annual budget of the University;
(8)to keep and manage the money and other property of the University;
(9)to consider and provide opinions on any problems relating to the University or education according to proposals from the Minister of Public Instruction or University President.
Section12.The University Council shall be convened by its Chair or Vice Chair. At a meeting, the attendance of
