Section19.The Secretary General of the University Council shall be the Secretary General of the University ex officio and have the following duties:

(1)to control registration and statistical affairs;

(2)to control accounting affairs;

(3)to oversee supplies, places, and other property of the University;

(4)to assist the University President in the general affairs of the University.


Section20.In each faculty, there shall be a standing commission consisting of the dean of the faculty as its president and representatives of all the sections of such faculty, appointed from amongst the chiefs, professors, and instructors of those sections in the number agreed upon by the standing commissions of the faculties with the approval of the University Council, but not more than two per each section.

In an independent section, there shall be a standing commission consisting of the head of the section and the instructors.

A standing commission shall appoint any person from amongst or outside its members as its secretary.
