Whereas the Revolutionary Party deems that the safety of Thailand and the Thai people is more important than anything else and finds, from the outcomes of careful patrol for examination of safety along the borders from Ubon Ratchathani province to Trat province, that, apart from complete closure of borders, increase of border protection is also necessary; therefore—
1.it orders that all and every one of the border protection units shall be ready to confront any aggression or violation at any time, in order to offer the most decisive and severest opposition and counteraction to it, whether it be a border invasion or a criminal-like action towards the Thai people;
2.it orders that the Royal Thai Police Department shall, as quickly as possible, despatch patrol police forces sextupling the original forces to the Phra Wihan Mount, which shall be considered a holy ground of the Thais that no other nation shall invade or violate.
For this purpose, the Thai national flag shall be hoisted visibly.
