Section162.All courts can only be established by acts.
Section163.No new court shall be established for specifically trying and adjudicating upon any case or charge instead of a normal court brought into existence by the law for the trial and adjudication of such case.
Section164.No law shall be enacted to result in the change of or an amendment to the law on the charter of the courts or [on] procedure in order to be specifically applied to any case.
