Nai Sa-nguan Tularak proposed that the meeting be resolved into a committee of the whole House. The President of the House allowed the meeting to be resolved into a committee of the whole House.

The President of the Constitution Drafting Subcommittee stated: "Before we start considering the text, I should like to state to the meeting that after the Subcommittee proposed the draft constitution to the House ten days ago, I came back and raised doubt about the words that would be used, because we needed to try to refine and beautify them as best we could. So, I invited people knowledgeable and proficient in languages and literature to help consider it again. They were the Secretary of State to the Ministry of Public Instruction, and Phra Thammanithetthuaihan, and so on. This time, they considered the words and grammar, and it was agreed that everything was neat. However, some words were removed, most of which were such words as ‘which’, ‘that’, and ‘but’. As the draft has already been considered by specialists, I hope that there would not be much disputation over the wording.
