The provisional Congress met at Mont- gomery, Ala., Feb. 4, 1S61, and on Feb. 8 adopted a provisional Constitution. Jef- ferson Davis, of Miss., was chosen pro- visional President, and Alexander H. Stephens, of Ga., provisional Vice Presi- dent, and they were inaugurated as such Feb. iS, 1S61. A permanent Constitution was adopted Mch. 11, 1861, and Mr. Davis and Mr. Stephens were chosen as permanent President and permanent Vice President, respectively, Nov. 6, 1S61, and were inaugurated Feb. 22, 1S62. The permanent capital was fixed at Rich tnond, Va., July 20, 1S61. The United States Government denied the right of any State to secede from the Union, and a bitter war ensued, which continued until Apr., 1S65, when it was brought to a close by the surrender of the Confederate armies, and the States were restored to the Union.
