The first section of each of said acts, and the only section preceding the schedules, is the same in ail, and is as follows : �"Section 1. That each city, town, plantation, or other place hereinafter named, within the state, shall be assessed and pay the several sums with which they respectively stand charged." �In the schedules foUowing the section the foUowing entry is the only one alleged to refer to the matter in controversy.
