Congress to act upon this important subject without embarrassment; therefore,
1. Resolved by the Legislative Council of the Territory of Michigan, That the delegate in Congress from this territory be and he is hereby requested to urge the passage of an act at the present session of Congress, providing for taking a census of the people of this territory, if the act now pending before Congress providing for the formation of a constitution and state government shall not become a law.
2. Resolved, That this Council cannot believe that Congress will be so far regardless of the wishes and rights of the people of this territory, as to refuse their present application for admission into the Union, and also deny them the means of placing the justice of their application and their rights to admission fully before the National Legislature.
3. Resolved, That Congress be further respectfully solicited to pass an act at the present session, authorizing an extra session of the Legislative Council of this territory, of thirty days, to be held at such time as the executive of the territory shall deem necessary, and to be called by him, by proclamation, in order to take such measures as may be rendered necessary, by the action of Congress, on the subject of the previous Resolutions.
4. Resolved, That the governor of this territory be and he is hereby requested to transmit a copy of the foregoing resolutions to the Hon. Lucius Lyon, delegate in Congress from this territory.
The Council resolved itself into a committee of the whole on the bill to provide for taking a census, and for other purposes; and, after some time spent therein, the committee rose, and Mr. Durocher reported, that the committee of the whole had had the said bill under consideration, and instructed him to report the same with amendments.
The said amendments being concurred in,
Mr. Britain moved to amend the first section of the bill, by adding, after the words in the 3d and 4th lines, "cause the number of the inhabitants within their respective counties," the words, "on the first Monday in October, 1834."
This motion was disagreed to.
Mr. Hascall moved to amend the said section by inserting in the 4th line the words, "on the first Monday in June, 1834."
And the question on this motion being taken by yeas and nays, it was decided in the affirmative, as follows:
