Mr. Farnsworth presented a petition from Archange Ladarout, praying for authority to sell and dispose of certain real estate for the benefit of her children and heirs. Referred to the committee on the judiciary.

Mr. Hascall moved to amend the 37th rule for the government of the Council, by striking out the word "may" and inserting "shall," and by striking out the word "motion" and inserting "request," so as to make the rule read as follows:

"Every resolution read (by the secretary) by direction of a member, shall be considered to be before the Council. And the question to adopt or reject, may be immediately put on said resolution, unless upon request of a member, the same shall be laid on the table."

The question on this motion being taken by yeas and nays, it was decided in the affirmative, as follows:

Yeas: Messrs. Bacon, Britain, Durocher, Farnsworth, Hascall, Martin, Millington, Moran, Renwick, Satterlee, M'Donell, president—11.

Nays: Messrs. Doty, Stockton—2.

On motion of Mr. Farnsworth,

Resolved, That the committee on the judiciary be instructed to inquire whether any, and what alterations are expedient and proper to be made in the several acts constituting the several circuit courts of the territory, established at the second session of the fifth Council; and that they report by bill or otherwise.

Mr. Hascall laid on the table the following resolution:

Resolved, That the committee on incorporations be instructed to inquire into the expediency of establishing a territorial bank, with a capital of two millions of dollars, with branches of the same, located at the following places—that is to say: one branch at Monroe, with a capital of 200,000 dollars; one branch at Port Lawrence, with a capital of 100,000 dollars; one branch at Tecumseh, with a capital of 100,000 dollars; one branch at White Pigeon, with a capital of 100,000 dollars; one branch at the mouth of the St. Joseph, or Niles, with a capital of 100,000 dollars; one branch at Ann Arbor, with a capital of 100,000 dollars; one branch at Pontiac, with a capital of 200,000 dollars; one branch at Mount Clemens, with a capital of 100,000 dollars; and the central office of discount and deposite, or the Mother Bank, to be located at the city of Detroit; the said committee to report by bill or otherwise.

Mr. Stockton submitted the following resolution:

Resolved, That the committee on the judiciary inquire what powers are vested in the Legislative Council, under the ordinance of 1787, relative to the navigable waters leading into the Mississippi and St Lawrence; and that said committee report at as early a day as practicable.
