Resolved, That the committee on territorial affairs be instructed to inquire into the expediency of so modifying the "act to provide for the assessment and collection of township and county taxes," that the value of the personal property of the person to be assess, ed, after deducting the amount of his debts therefrom, shall only be subject to taxation; and that all debts due to persons subject to taxation shall be assessed as other property.

Resolved, That the committee on the judiciary inquire into the expediency of repealing that part of the "act to regulate and define the powers of justices of the peace and constables in civil cases," which makes it necessary for the officer, on serving a summons, to deliver a copy to the defendant.

Mr. Doty, from the committee on incorporations, made the following report, which was laid on the table:

The committee have had under consideration an application for a charter for a branch of the bank of River Raisin, to be located at Tecumseh, under the resolution of the third instant, and beg leave to recommend the adoption of the following resolution:

Resolved, That the said application ought not to be granted. In pursuance of notice, Mr. Stockton asked and obtained leave to bring in a bill to establish the Macomb county bank, with a capital of two hundred thousand dollars.

Messrs. Stockton, Millington and Moran were appointed the committee to prepare the said bill.

On motion of Mr. Stockton, the memorial to Congress in relation to the establishment of a military road from Fort Gratiot to the mouth of Looking Glass river, was taken up.

Mr. Stockton moved to amend the memorial by adding to it the following resolution, which, with the memorial, was adopted:

Resolved, That the president of the Legislative Council be and he hereby is requested to transmit a copy of the foregoing memorial to the Honorable Lucius Lyon, Delegate in Congress from this Territory.

The Council resolved itself into a committee of the whole on the bill to authorize the building a dam across the Fox river, in the county of Brown; and, after some time spent therein, the committee rose, and Mr. Millington reported that the committee of the whole had had the said bill under consideration, and had instructed him to report progress and ask leave to sit again.

Leave was accordingly granted.

The bill repealing a part of the twenty-fifth section of the act for the punishment of crimes, being read a second time by its title,

On motion of Mr. Martin, the Council resolved itself into a committee of the whole on the said bill; and, after some time spent therein, the committee rose, and Mr. Moran reported, that the committee of the whole had had the bill under consideration, and had instructed him to report the same without amendment.
