A bill to organize certain townships.
The foregoing bills were severally read the first time.
On motion of Mr. Bacon, fifty additional copies of the bill to organize certain townships were ordered to be printed.
Mr. Bacon, from the committee on territorial affairs, made the following report, which was laid on the table:
The committee on territorial affairs, to whom was committed the bill to organize township 6 and 7 north, range 12 east, and township 2 north, range 8 east, report:
That no notice of the intended application having been given as required by the statute, it is not competent for your committee to act in the premises, and, therefore, they ask to be discharged from the further consideration of the subject.
Mr. Martin gave notice, that, on a future day, he should ask leave to introduce a bill to appropriate the taxes hereafter to be levied on non-resident lands, to the construction and repair of roads.
The bill to incorporate the village of St. Joseph; the bill to amend the act entitled "An act relative to the privileges and duties of townships ; and the bill amendatory to an act, entitled "An act to provide for the assessment and collection of territorial taxes," were severally read the second time by their titles.
The Council proceeded to the consideration of bill No. 8, to provide for the election of a county assessor, and for other purposes, as reported by the committee of the whole.
On motion of Mr. Martin, the words "the several counties of the territory lying west of lake Michigan," in the first and fourteenth sections of the said bill, were stricken out; and the words, in "each of the several counties of Michilimakinac, Chippewa, Brown, Iowa and Crawford," inserted.
On motion of Mr. Martin, three new sections were added to the foregoing bill; and the bill, as amended, was ordered to be engrossed for a third reading to-morrow.
