(a) Medial ㅅ as a syllabic initial
When medial ㅅ appears as a syllabic initial, always romanize as s including medial ㅅ after ㄹ, with exception of syllabic initial before wi (ㅟ). For a syllabic initial before ㅟ, romanize as sh.
