ELECTION OF SPEAKER

CLERK: Honourable members, the House must now choose a Speaker. Are there nominations?

KIERAN McANULTY (Chief Whip—Labour): I nominate the Rt Hon Trevor Mallard for the office of Speaker.

Dr DUNCAN WEBB (Junior Whip—Labour): I second the nomination of the Rt Hon Trevor Mallard for the office of Speaker.

CLERK: Are there any further members wishing to nominate others for election as Speaker? There being no further nominations the Rt Hon Trevor Mallard is declared elected Speaker.

SPEAKER-ELECT: Tēnā koutou katoa, members. Members will see that, as with last time, I wasn’t prepared to start my term as Speaker with a breach of privilege by pretending reluctance.

Members, it is an honour and a privilege to have been elected Speaker again. I want to thank those who were in the last Parliament for the courtesy that they showed to me, and your tolerance as I learnt my role. I want to especially thank those who were involved in the extraordinary work of the Standing Orders Committee, the results of which will mean much more to this Parliament than most members here realise. I think this Parliament will have the opportunity to hold the Government to account in a way that has not been seen since our party system developed.

My role includes protecting the rights and encouraging the participation of the 92 members of Parliament who are not part of the Government—I will do my best to do that well. Our first Speaker, Sir Charles Clifford, set the standard. He was said to have
