SECRET

10. In order to promote the political progress, integrity and stability of free Far East countries and to promote more effective cooperation among those countries and between then and the rest of the free world, the United States should:

a. Without interfering in internal political affairs, promote through economic aid and other means the emergence, tenure and standing of friendly governments which are striving earnestly for economic and social advancement.
b. To the extent possible as consistent with our continuing aim encouraging democratic growth, especially respect for basic human rights, encourage strong responsible executive-type governments which are best suited to the current requirements of various countries taking account their traditions, circumstances and capabilities.
c. Show respect and understanding for the foreign policy position any Far Eastern country, whether allied or neutral, provided that country is striving to maintain its independence from Communist domination or subversion.
d. Encourage the growth or regional and free world cooperation through such measures as support for the Colombo Plan, ECAFE, and regional undertakings
