Transmitted herewith are 67 Annexes to the final draft of the "Program of Action to Prevent Communist Domination of South Vietnam" delivered to you earlier today. Your comments on these annexes are invited, at the same time as those on the main paper.
The annex on "Covert Actions" has been withheld from this distribution, since there were no substantive changes from the initial concept.
