goods including up to ten varas of inside wrapper whether of linen woollen or cotton stuff not prohibited; will be exempt from duties; but if they exceed this length the whole shall pay duty according to this tariff and should they be of a prohibited kind they shall be confiscated.

Specific duties imposed according to fixed valuations on the basis of thirty per cent. These valuations are those which the goods are worth in Mexico without any reference to the invoice prices; as shewn in the following table:—
