This, however, does not ſhew a fair compariſon, becauſe the above number of 5,043 officers, now employed in the Exciſe, includes 525 who were appointed for the management of the tobacco duties, when placed partially under the Exciſe, in 1789. The increaſe on thoſe duties much more than ſatisfied the charge of the officers'ſalaries [1].
