And alfo hath ordained and ftablifhed by the faid Authority, That no Perfon inhabited within this Realm, other than Merchants Strangers, from the Feaft of Saint 'John, freight nor charge within this Realm or Wales any Ship or other VefTel of any Alien or Stranger, with any Manner of Merchandife, to be carried out of this Realm or Wales., or to be brought into the fame, if he may have fufficient Freight in Ships or Veflels of Denizens of this Realm in the fame Port where he fhall make his Freight, upon Pain to forfeit the fame Merchandifes, the one Half thereof to the King our Sovereign Lord, and the other Half to him or them which feifeth the fame Merchandifes. III. Provided always, That this Act extend not to any Ship or Ships, having any of the faid Wares or Merchandifes, conftrained by Tempeft of Weather or Enemies to arrive in any Port or Place within this Realm, fo that the Owners of the faid Wares and Merchandifes make thereof no Sale within this Realm, other than for Victuals, or repairing of the fame Ship or Ships, or Tackling thereof, which they of Necef- fity be compelled to make.
