WHEREAS by divers laudable Statutes, Ufages and Laws of this Realm, for the good Govern- ment and Adminiftration of Juftice within the Principality and Dominion of Wales, and the County Palatine of Chejler, it hath been eftabliftied, ufed and enacted, among other Things, That there fhall be holden and kept Seflions twice in every Year in every of the Shires in the faid Dominion and Principality of Wales; that is to fay, in the Shires of Gla norgan, Bre:knock, Radnor, Caermarthen, Pem- broke, the Town and County of Haverford-weft, Cardigan, Mountgomery, Denbigh, Flint, Caernarvon, Merioneth and Anglefey, and in the faid County Palatine of Chejler; the which Seflions are called the King's Great Seflions: (2) And that the Juftice of Chejler, for the Time being, fhall hold and keep Seflions twice in every Year in the Shires of Chejler, Denbigh, Flint and Mountgomery : (3) And likewife that the Juftice of North-Wales fhall hold and keep Seflions twice every Year in every of the faid Shires of Caernarvon, Merioneth and Anglefey : (4) And that alfo one Perfon learned in the Laws of this Realm of England, by the Queen's Majefty to be appointed, fhall be Juftice of the Shires of Radnor, Brecknock and Glamorgan, and fhall in like wife hold and keep Seflions twice in every Year in every of the fame Shires: (5) And that one other Perfon learned in the Laws of this Realm, to be appointed as is aforefaid, fhail be Juftice of the Shires of Caermarthen, Pembroke and Cardigan, and the Town and County of Haverford- iue/1, and fhall likewife hold and keep Seflions twice in every Year in every of the faid Shires : (6) And that the faid Perfons or Juftices, and every of them then being, or that thereafter fhould be, fhould have feveral Letters Patents and Commiflions for their Offices under the Great Seal of England, to be exercifed by themfelves or their fufficienfc Deputies, according to the Purports and Intents in the Ordinances fpecified : ' II. Forafmuch as by the good Adminiftration of Juftice within the faid Shires and Counties, the fame Principality and Dominion of Wales, and the faid County Palatine of Cbefter, are reduced to great Obe- dience of her Majefty 's Laws, and the fame greatly inhabited, manured and peopled, (2) and for that all and all manner of Caufes, Pleas, Actions, as well Real, Perfonal and Mixt, as Treafons, Pleas of the Crown, Attaints, Confpiracies, Affiles, Shtare impedii, Appeals of Murder, Maims and Felony, and Trial upon all Murders, Manflaughters and Felonies whatfoever arifing within the faid feveral Circuits, are by the faid Laws, Ufages and Statutes impleadable, impleaded and determinable before one only Juftice, as is aforefaid : (3) And for that many great and weighty Caufes, Matters, Queftions, Demur- rers and Ambiguities in Law do thereupon daily arife, increafe, and are like daily more and more to increafe, within the faid Shires, to the infinite Trouble of fuch one Juftice within every of the faid feveral Circuits, and to the great Delay and Hindrance of Adminiftration of Juftice : ' III. For the better and more fpeedy Remedy whereof, her Majefty's Subjects of the faid Principality and Dominion of Wales, and County Palatine of Che/ler, have made their mod humble Petition and Suit to her Highnefs to have two Juftices learned in the Laws in every of the faid feveral Circuits: (2) And for- afmuch as fome Queftion, Ambiguity and Doubt hath been heretofore made, whether her Highnefs by her Letters Patents under the Great Seal of England might or may authorife, conftitute or appoint two Perfons or more to be her Highnefs Juftices in every of the faid feveral Circuits, or grant CommiiTion or Commiflions of Affociation or Aftociations to or with every or any fuch feveral Juftice and Juftices, or no : And alfo whether after fuch Grant, the Adminiftration of Juftice in thofe Offices and Function done by two, may be fufficiently rewarded by Law, or no: (3) For plain Explanation whereof, and for the better Redrefs and more fpeedy Adminiftration of Juftice to be had touching the PremhTes,' Be it declared, explained, enadled and eftablifbed by the Queen's moft excellent Majefty, by the Aflent of the Lords Spi- ritual and Temporal, and the Commons, in this prefent Parliament aflembled, and by the Authority of the fame, That the Queen's Highnefs, her Heirs and Succeflbrs, may and fhail at her and their Will and . : Pleafure have full Power, Prerogative and Authority, from Time to Time, to conftitute, authorife, name or appoint two or more Lamed, as aforefaid, in the Laws of this Realm, to be Juftices of and for the faid Counties of Che/ler, Flint, Denbigh and Mountgomery, (4) and two or more learned, as aforefaid, to be Juftices of North-Wales, viz. of and for the faid Shires of Angle fey, Caernarvon and Merioneth, (5) and like- wife two or more learned, as aforefaid, to be Juftices of and for the faid Circuits and Shires of Radnor, Glamorgan and Brecknock, (6) and alfo two or more learned, as aforefaid, to be Juftices of and for the laid " Circuit and Shires of Cardigan, Caermarthen and Pembroke, and the Town and County of Have ford-ivejl ; any Law, Ufage, Opinion or Statute to the contrary notwithftanding. And that her Majefty, her Heirs and Succeflbrs, may and fhall at. her and their good Will and ? rMt ^°AfT> Pierre, from Time to Time, aflbciate and grant Commiflion and Commiflions of Aflbciation or Aflbcia- ations to any tions under the Great Seal of England to any Perfon or Perfons learned, as aforefaid, to be ailbciate to or i, with every or any fuch feveral Juftice or Juftices for the Time being, of the faid feveral Circuits and Counties aforefaid, or in any of the faid Counties : (2) And that all and every fuch two Juftices or more, within every of the faid feveral Circuits and Counties, and alfo that every fuch Juftice or Juftices, together with fuch Perfon or Perfons afibciate (if any fuch Aflbciation or Aftociations fhall happen to be, as afore- faid) during fuch A'lociation, and after fuch Aflbciation ended, or without fuch Aflociation, fuch Juftice or Juftices fhall have the like full Power, Preeminence, Authority and Jurifdiction from henceforth, to all Intents, Conftructions, Purpofes and Effects, as any one Juftice within any of the faid Circuits or Shires The Benefits en- fuing by the Ad- miniftration of Juftice in Wales, Chcfhire, &c. Te have one Judge over- charged with the hearing of many Caufes, is a great Delay of Jufike. to be afTociate with Juftices.
