224. G. 20. Anno qmnto Georgii Regis. A. D. 1718, ' in England upon all other Liquors fhould, when the Union commenced, take place throughout the 4 whole°united Kingdom : And in and by the fourteenth Article of the faid Treaty of Union, it was pro- ' vided, That Scotland fhould not be charged with any Duties laid on by the Parliament of England before ' the faid Union (except fuch as were con fen ted to inthe faid Treaty) in regard it was agreed, That all ' necefiary Provifion fhould be. made by the then Parliament of Scotland for the publick Charge and Ser- 4 vice of that Kingdom, for the Year one thoufand feven hundred and feven ; providing neverthelefs, That ' if the Parliament of England fhould think fit to lay any further Impofitions, by way of Cuftoms, or 4 fuch Excifes with which, by virtue of the faid Treaty, Scotland was to be charged equal with England, 4 in fuch Cafe Scotland fhould be liable to the fame Cuftoms and Excifes, and have an Equivalent to be 4 fettled by the Parliament of Great Britain : And whereas by the Terms of the faid Treaty the Subjects
- of Scotland, for preserving an Equality of Trade throughout the united Kingdom, would be liable to
- feveral Cuftoms and Excifes then payable in England, which would be applicable towards Payment of
4 the Debts of England, contracted before the Union : It was by the fifteenth Article of the faid Treat* 4 agreed, That Scotland fhould have an Equivalent for what the Subjects thereof fhould be fo charged to- ' wards Payment of the faid Debts of England in all Particulars whatfoever, in manner therein expreffed, 4 (viz.) That before the Union of the faid Kingdoms the Sum of three hundred ninety-eight thoufand 5 and eighty-five Pounds ten Shillings, fhould be granted to her faid Majefty by the Parliament of En- 4 gland for the Ufes after mentioned, being the Equivalent to be anfwered to Scot/and for fuch Parts of the 6 faid Cuftoms and Excifes upon all excifeable Liquors with which that Kingdom was to be charged upon ' the Union, as would be applicable to the Payment of the faid Debts of England, according to the Pro- 4 portions therein fpecified s And in regard that after the Union, Scotland becoming liable to the fame Cu- 4 ftoms and Duties payable on import and export, and to the fame Excifes on all excifeable Liquors as in "' England, as well upon that Account, as upon the account of Increafe of Trade and People, the faid 5 Revenues would much improve beyond the annual Values thereof fet down in the faid Article, whereof
- no prefent Eftimate could then be made ; yet neverthelefs for the P.eafons aforefaid, it was thereby decla-
4 red, That there ought to be a proportional Equivalent anfwered to Scotland: And it was agreed, That
- after the Union there fhould be an Account kept of the faid Duties arillng in Scotland, to the End that
4 it might appear what ought to be anfwered to Scotland as an Equivalent for fuch Proportion of the faid 4 Increafe as fhould be applicable to the Payment of the Debts of England : And for the further and more 6 effectual anfwering the feveral Ends after mentioned, it was agreed, That from and after the Union, the
- whole Increafe of the Revenues of Cuftoms and Duties on Import and Export, and Excifes upon excifes
4 able Liquors in Scotland, over and above the annual Produce of the faid refpe£tive Duties as therein fta- ' ted, fhould go and be applied for the Term of feven Years to the Ufes after mentioned ; and that upon 4 the faid Account there fhould be anfwered to Scotland annually, from the End of feven Years after the 4 Union, an Equivalent in proportion to fuch Part of the faid Increafe as fhould be applicable to the s Debts of England, and generally that an Equivalent fhould be anfwered to Scotland for fuch Parts of the 4 EngliJJ) Debts as Scotland might thereafter become liable to pay by reafon of the Union, other than fuch 4 for which Appropriations had been made by Parliament in England, of the Cuftoms or other Duties on Export and Import, and Excifes on all excifeable Liquors, in refpeci of which Debts the Equivalents were therein before provided ; and as to the Ufes to which the faid Sum of three hundred ninety-eight thou- fand ana eighty-five Pounds ten Shillings, and all other Monies which were to be anfwered or allowed to Scotland, as aforefaid, were to be applied, It was by the faid Treaty agreed,- That in the firft place, out of the aforefaid Sum, what Confideration fhould be found necefiary to be had for any LofTes which private Perfons might fuftain by reducing the Coin of Scot/and to the Standard and Value of the Coin of England, fhould be made good ; in the next place, that the capital Stock or Fund of the then Afri- can and Indian Company of Scotland advanced, together with the Intereft for the faid capital Stock, after the Rate of five Pounds per Centum per Annum, from the refpective Times of the Payment thereof, fhould be paid ; upon Payment of which capital Stock and Intereft, it was agreed the faid Company fhould be diffolved and ceafe ; and as to the Overplus of the faid Sum of three hundred ninety-eight thoufand and eighty-five Pounds ten Shillings (after Payment of what Confideration fhould be had for Loftes in repairing the Coin, and paying the faid capital Stock and Intereft) and alfo the whole In- creafe of the Revenues of Cuftoms, Duties and Excifes, above the then prefent Value, which fhould arife in Scotland, during the faid Term of leven Years, together with the Equivalent which fhould be- come due upon the Improvement thereof in Scotland, after the faid Term, and alfo as to all other Sums which according to the Agreements aforefaid might become payable to Scotland, by way of Equi- valent for what that Kingdom fhould thereafter become liable towards Payment of the Debts of Eng- land, it was by the Lid Article agreed, That the fame fhould be applied in manner following, viz. That all the publick Debts of the Kingdom of Scotland, as fhould be adjufted by the then prefent Parli- ament, fhould be paid, and that two thoufand Pounds per Annum, for the Space of feven Years, fhould be applied towards incouraging and promoting the Manufacture of coarfe Wool whhin thofe Shires which produced the Wool, and afterwards the f ;me fhould be wholly imployed towards incouraging and promoting the Fifheries and fuch other Manufactures and Improvements in Scotland, as n ight mofl conduce to the general Good of the united Kingdom ; And it was agreed, That her Majefty fhould be impowered to appoint Commiflioners, who fhould be accountable to the Parliament of Great Bri- tain, for difpofing the faid Sum of three hundred ninety-eight thoufand and eighty-five Pounds ten Shil- lings, and all other Monies which fhould arife to Scotland, upon the Agreements aforefaid, to the Pur- ' pafes
