Aldermen, &c. of each Ward to make Orders and Regulations within their re- fpedtive Wards. Copy of Orders, Ike. to be given »he Conftables ; Their Charge. II. And for the better raifmg and levying of Monies, for paying the Wages of the faid Watchmen and Bedels, and other Charges incident thereto, Be it further enacted by the Authority aforefaid, That the Mayor, Aldermen and Commons of the faid City in Common Council affembled, every Year as aforefaid, (hall then and there, and they are hereby authorized and impowered to determine and direct what Sum and Sums of Money ihall be raifed and levied upon each respective Ward for anfwering the Purpofes aforefaid ; and for raifing the faid feveral Sums of Money, to direct, the Alderman, Deputy and Common Council Men of each and every of the refpective Wards in the faid City of London and Liber- ties thereof, or the major Part of them, to make an equal Rate and Affeffment upon all and every the Perfon and Perfons who do or (hall inhabit, hold, occupy or enjoy any Land, Houfe, Shop, Warehoufe or other Tenement, within their refpective Wards (Regard being had in making the faid Rate to the Abilities of, and likewife to the Rent paid by, the faid feveral Inhabitants and Occupiers fo to be rated and affeffed) and the Alderman, Deputy and Common Council Men of each Ward of the faid City, or the major Part of them, are hereby authorized and required to make fuch Rate and Affeff- ment for their refpective Wards in fuch Manner and Form as fhall be fo directed by the faid Court of Common Council ; which faid Rates or AffefTments fo to be made, and all Arrears due upon the fame, ihall be collected quarterly from the feveral Inhabitants or Occupiers in each of the faid feveral Wards by the feveral Conftables for the time being of the feveral Precincts, or by the Bedels in each of the faid re- fpective Wards, as the Alderman, Deputy and Common Council Men of each Ward, or the major Part of them, ihall direct and appoint ; and in cafe any of the faid Inhabitants or Occupiers fhall refufe or neglect to pay the Sum fo rated and affeifed upon him, her or them, it ihall and may be lawful to and for fuch Collector or Collectors by Warrant under the Hand and Seal of the Lord Mayor of the faid City for the time being, or the Alderman of the Ward wherein the PremifTes for which fuch Inhabitants or Occupiers fhall be rated and affeiTed ihall be fituate (which Warrant the faid Lord Mayor or Alderman is hereby authorized and required to grant, upon Oath made before him by the faid Collector or Col- lectors of the Party or Parties fo refufing or neglecting to pay) to levy the fame by Diftrefs and Sale of the Goods and Chatties of the Party or Parties fo neglecting or refufing ; rendering to him, her or them the Overplus (if any be) the reafonable Charge of making the faid Diftrefs and Sale being firft deducted; and for want of fuch Diftrefs by like Warrants to commit the Party or Parties fo neglecting or refu- fing to one of the Compters of the faid City for the Space of one Month, or until Payment thereof. III. Provided always, and it is hereby declared, That in cafe any Perfon or Perfons ihall think him, her or themfelves aggrieved by any Rate and Affeffment to be made as aforefaid, it fhall and may be law- ful for them refpeetiVely within the Space of twenty Days after the Sum fo rated and affeffed fhall be de- manded, to appeal to the Court of Lord Mayor and Aldermen, whofe Decifion ihall be final and con- clufive. IV. And be it further enacted by the Authority aforefaid, That the Alderman, Deputy and Common Council Men of each Ward within the faid City, or the major Part of them, whereof the Alderman or Deputy to be one, ihall within fourteen Days after the Number of Watchmen ihall have been fo ap- pointed as aforefaid, affemble at fome convenient Place within their refpective Wards yearly and every Year ; and ihall nominate and choofe fuch honeft and able-bodied Men, to be employed as Watchmen within their refpective Wards, as they ihall think beft qualified for the Service ; and fhall then order, and fet down in Writing, at what Stands it is fit for the faid Watchmen to be placed, and in what Manner, and how often it fhall be required of them to go their Rounds ; and ihall then make fuch other Orders and Regulations concerning the Watchmen and Bedels, as the Nature of each particular Service ihall appear to them to require ; and if any of the faid Watchmen fo by them appointed ihall die within the Time for which they are appointed to ferve, or ihall be negligent in his or their Duty, or guilty of any Miibehaviour, or if it ihall be found necefiary to repeal, amend or alter any of the Nomina- tions, Appointments, Orders or Regulations by them made, it ihall and may be lawful for the refpec- tive Aldermen, by and with the Advice and Confent of their refpective Deputies and the Common Council Men of each Ward being convened by due Notice, or the major Part of them who fhall be there present, at any intermediate Times of the Year, to remove any of the faid Watchmen fo by them appointed, and to nominate and appoint one or more Perfon or Perfons fitly qualified in the Room and Stead of him or them fo dying, or of him or them who ihall be removed for Miibehaviour as aforefaid ; and alfo to make fuch further Orders and Regulations for the better Government and Di- rection of the faid Watchmen and Bedels within their refpective Wards, as they fhall think proper : Provided, That fuch Orders and Regulations be not repugnant to the Regulations and Orders which ihall be made by the Mayor, Aldermen and Commons in Common Council affembled. V. And be it further enacted by the Authority aforefaid, That a true Copy or Tranfcript as well of all the Orders and Regulations made by the raid Court of Common Council, as of all fuch Nominations, Appointments, Orders and Regulations, as (hall be fo made from time to time as aforefaid, for the better Direction and Government of the Watchmen and Bedels by the Aldermen, Deputies and Common Council Men of the faid refpective Wards, (hall be fairly written and iigned by the Alderman or his De- puty, and the major! Part of the Common Council Men of each Ward, and fhall be delivered to all and every the Conftables of the feveral Precincts within the faid refpective Wards; and that from and after the twenty-fifth Day of December one thoufand (even hundred and thirty-feven, one or more of the faid Conftables of each of the faid Wards, as fhall be judged neceffary by the faid Court of Common Council to be held as aforefaid, fhall attend every Night by Turns, and ihall keep Watch and Ward within their refpective Wards in Manner following ; that is to fay, From the faid twe.ity-fifth Day of December to the tenth Day of March following, from the Hours of nine in the Evening till feven the next Morning ; and from thenceforth yearly and every Year the faid Conftables ihall attend from the tenth of March to the 8 tenth.
