The land and the water as well as the natural resources therein are controlled by the state and utilized for the optimal welfare of the people.
National economy is conducted on the basis of economic democracy upholding the principles of togetherness, fairbased efficiency, sustainability, environment-oriented, independency, and keeping a balance in the progress and unity of the national economy.

Article 34
Destitute persons and abandoned children are taken care of by the state.
The state develops a system of social security for all of the
people and empowers the inadequate and underprivileged in society in accordance with human dignity.
The state is responsible for providing adequate medical and public service facilities.
