Notice of August 3, 2006 Continuation of Emergency Regarding Export Control Regulations On August 17, 2001, consistent with the authority provided me under the International Emergency Economic Powers Act (50 U.S.C. 1701 e! seq.), I issued Executive Order 13222. In that order, I declared a national emer- gency with respect to the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States in light of the expiration of the Export Administration Act of 1979, as amended (50 U.S.C. App. 2401 et seq.). Because the Export Administration Act has not been re- newed by the Congress, the national emergency declared on August 17, 2001, must continue in effect beyond August 17, 2006. Therefore, in ac- cordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for i year the national emergency declared in Ex- ecutive Order 13222. Presidential Determination No. 2006-19 of August 17, 2006 Presidential Determination on Continuation of U.S. Drug Interdiction Assistance to the Government of Colombia Memorandum for the Secmta,y of State [and] the Secmta,y of Defense Pursuant to the authority vested in me by section 1012 of the National De- fense Authorization Act for Fiscal Year 1995, as amended (22 U.S.C. 229\177- 4), I hereby certify, with respect to Colombia, that: (\177) interdiction of air- craft reasonably suspected to be primarily engaged in illicit drug trafficking in that country's airspace is necessary because of the extraordinary threat posed by illicit drug trafficking to the national security of that country; and (2) that country has appropriate procedures in place to protect against inno- cent loss of life in the air and on the ground in connection with such inter- diction, which shall at a minimum include effective means to identify and warn an aircraft before the use of force is directed against the aircraft. 301
