PUBLIC LAW 101-165—NOV. 21, 1989 103 STAT. 1125 TITLEIV RESEARCH, DEVELOPMENT, TEST AND EVALUATION RESEARCH, DEVELOPMENT, TEST AND EVALUATION, ARMY For expenses necessary for basic and applied scientific research, development, test, and eveduation, including maintenance, re- habilitation, lease, and operation of facilities and equipment, as authorized by law; $5,434,378,000, to remain available for obligation until September 30, 1991. RESEARCH, DEVELOPMENT, TEST AND EVALUATION, NAVY For expenses necessary for basic and applied scientific research, development, test, and evaluation, including maintenance, re- habilitation, lease, and operation of facilities and equipment, as authorized by law; $9,733,174,000, to remain available for obligation until September 30, 1991: Provided, That of funds appropriated in Research, Development, Test and Evaluation, Navy for Hscal year 1989, $22,000,000 shall be transferred to Research, Development, Test and Evaluation, Defense Agencies for fiscal year 1990 for the Tactical Airborne Laser Communications program, to be merged with, and to be available for, the same purposes and the same time period as the appropriation to which transferred: Provided further. Grants. That for research and development programs at the National Center for Physical Acoustics, centering on ocean acoustics as it applies to advanced anti-submarine warfare acoustics issues with focus on ocean bottom acoustics—seismic coupling, sea-surface and bottom scattering, oceanic ambient noise, underwater sound propagation and other such projects as may be agreed upon, $3,000,000 shall be made available, as a grant, to the Center, of which not to exceed $500,000 of such sum may be used to provide such special equipment as required. RESEARCH, DEVELOPMENT, TEST AND EVALUATION, AIR FORCE For expenses necessary for basic and applied scientific research, development, test, and evaluation, including maintenance, re- habilitation, lease, and operation of facilities and equipment, as authorized by law; $13,635,570,000: Provided, That the Secretary of the Air Force shall obligate $100,000,000 of amounts appropriated for research, development, test and evaluation for the Air Force for fiscal year 1989 that remain available for obligation to carry out research, development, test, and evaluation in connection with the Small ICBM program: Provided further. That the Secretary of the Air Force shall obligate $50,000,000 of amounts appropriated for research, development, test, and evaluation for the Air Force for fiscal year 1989 from the B-IB program that remain available for obligation only to carry out research, development, test, and evalua- tion to provide cruise missile capability on the B-IB aircraft: Pro- vided further. That the $13,635,570,000 provided under this heading is to remain available for obligation until September 30, 1991.
