"There are authorized to be appropriated to carry out this title $1,200,000 for fiscal year 1991 and $1,300,000 for fiscal year 1992.". SEC. 103. EXTENSION OF INTERAGENCY COUNCIL. Section 209 of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11319) is amended by striking "October 31, 1990" and inserting "October 1, 1992". TITLE II—FEDERAL EMERGENCY MAN- AGEMENT FOOD AND SHELTER PRO- GRAM SEC. 201. AUTHORIZATION OF APPROPRIATIONS. Section 322 of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11352) is amended to read as follows: "SEC. 322. AUTHORIZATION OF APPROPRIATIONS. "There are authorized to be appropriated to carry out this title $150,000,000 for each of fiscal years 1991 and 1992.". SEC. 202. INDIAN MEMBERS OF LOCAL BOARDS. (a) REQUIREMENT FOR AMERICAN INDIAN MEMBER.— The second sentence of section 302(a) of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11332(a)) is amended by striking the period at the end and inserting the following: ", and except that each local board administering program funds for a locality within which is located a reservation (as such term is defined in section 3(d) of the Indian Financing Act of 1974 (25 U.S.C. 1452(d)), or a portion thereof, shall include a board member who is a member of an Indian tribe (as such term is defined in section 102(a)(17) of the Housing and Community Development Act of 1974 (42 U.S.C. 5302(a)(17)).". (b) IMPLEMENTATION. —Each local board under the Emergency 42 USC 11332 Food and Shelter Program whose membership shall include a note. member of an Indian tribe by reason of the amendment made by subsection (a) shall comply with the requirement made by such amendment not later than the expiration of the 30-day period beginning on the date of the enactment of this Act.
