PUBLIC LAW 106-398—APPENDIX 114 STAT. 1654A-87 SEC. 384. TRAVEL BY RESERVES ON MILITARY AIRCRAFT. * (a) SPACE-REQUIRED TRAVEL FOR TRAVEL TO DUTY STATIONS.— Subsection (a) of section 18505 of title 10, United States Code, is amended to read as follows: "(a) A member of a reserve component traveling for annual training duty or inactive-duty training (including a place other than the place of the member's unit training assembly if the member is performing annual training duty or inactive-duty training in another location) may travel in a space-required status on aircraft of the armed forces between the member's home and the place of the annual training duty or inactive-duty training.". (b) CLERICAL AMENDMENTS.— (1) The heading of such section is amended to read as follows: "§ 18505. Reserves traveling for annual training duty or inactive-duty training: space-required travel on military aircraft". (2) The table of sections at the beginning of chapter 1805 of such title is amended by striking the item relating to section 18505 and inserting the following new item: "18505. Reserves traveling for annual training duty or inactive-duty training: spacerequired travel on military aircraft.". SEC. 385. OVERSEAS AIRLIFT SERVICE ON CIVIL RESERVE AIR FLEET AIRCRAFT. (a) IN GENERAL. —Section 41106 of title 49, United States Code, is amended— (1) in subsection (a)(1), by striking "of at least 31 days"; (2) by redesignating subsection (b) as subsection (d); and (3) by inserting after subsection (a) the following new subsections: "(b) TRANSPORTATION BETWEEN THE UNITED STATES AND FOR- EIGN LOCATIONS. —Except as provided in subsection (d), the transportation of passengers or property by transport category aircraft between a place in the United States and a place outside the United States obtained by the Secretary of Defense or the Secretary of a military department through a contract for airlift service shall be provided by an air carrier referred to in subsection (a). " (c) TRANSPORTATION BETWEEN FOREIGN LOCATIONS. —The transportation of passengers or property by transport category aircraft between two places outside the United States obtained by the Secretary of Defense or the Secretary of a military department through a contract for airlift service shall be provided by an air carrier that has aircraft in the civil reserve air fleet whenever transportation by such an air carrier is reasonably available.". (b) CONFORMING AMENDMENT.— Subsection (a) of such section is further amended by striking "GENERAL.—(1) Except as provided in subsection (b) of this section," and inserting "INTERSTATE TRANSPORTATION. — (1) Except as provided in subsection (d) of this section,".
