For an additional amount for ‘‘Research and Education Activities’’, related to the detection of and response to highly pathogenic avian influenza, $1,500,000, to remain available until September 30, 2007: Provided, That the amount provided under this heading is designated as an emergency requirement pursuant to section 402 of H.
