R E P O R T. —T he A dministrator shall— ( 1 )p u blish in the F ederal Register for public comment a draft of the study re q uired under subsection (a); ( 2 ) after taking into account any comments received during the public comment period, develop a final report with respect to the study; and (3) not later than 1 5 months after the date of enactment of this Act, submit the final report to— (A) the Committee on Transportation and I nfrastruc - ture of the H ouse of Representatives; and ( B ) the Committees on E nvironment and Public W orks and Commerce, S cience, and Transportation of the Senate.
