( 5 ) P lans or activities to allow non - defense users to access defense j oint modeling and simulation activities , as appropriate. ( 6 ) Budget and resource estimates, including government and contractor personnel re q uirements, for planned joint mod- eling and simulation activities. ( 7 ) A description of the relationship and coordination between and among joint modeling and simulation activities and the modeling and simulation activities of elements of the D epartment of Defense, F ederal agencies, S tate and local governments, academia, private industry, U nited States and international standards organi z ations, and international part- ners. ( 8 ) Any other matters the Secretary considers appropriate. (c) CONSULTA T I ON. —T he report under (a) shall be developed in consultation with appropriate military departments, Defense Agencies, combatant commands, and other defense activities. SEC.1043 . R E N E WALOF S UBMIT TAL OF P LANS FOR PROMPT G LOBAL STRI K E CAPABILIT Y . Section 1032 (b)(1) of the N ational Defense Authorization Act for Fiscal Y ear 2004 (Public L aw 108 – 136; 117 Stat. 1605; 10 U.S.C. 113 note) is amended by inserting ‘ ‘and each of 2007, 2008, and 200 9 , ’ ’ after ‘‘2004, 2005, and 2006,’’. SEC. 1044. REPORT ON WORKFORCE RE Q UIRE D TO SUPPORT T H E NUCLEAR MISSIONS OF THE NA V Y AND THE DEPART - MENT OF ENERGY. (a) I N GE NE R AL.—Not later than one year after the date of the enactment of this Act, the Secretary of Defense and the Sec- retary of E nergy shall each submit to Congress a report on the requirements for a wor k force to support the nuclear missions of the Navy and the Department of Energy during the 10-year period beginning on the date of the report. (b) ELE M ENTS.—Each report shall include— (1) a description of the projected nuclear missions of the Navy and the Department of Energy during the 10-year period beginning on the date of the report; (2) an assessment of e x isting knowledge retention programs within the Department of Defense, the Department of Energy, the national laboratories, and federally funded research facili- ties that support the nuclear missions of the Navy and the Department of Energy, and any planned changes in those pro- grams; and (3) a plan to address anticipated workforce attrition, retire- ment, and recruiting trends during that period and ensure an adequate workforce in support of the nuclear missions of the Navy and the Department of Energy.
