(d) SERVIC E SP R O VI D ED. — Section 721 (d) (2 0U .S.C. 11 36 (d)) is amended— (1) in the matter preceding paragraph (1) , by inserting ‘‘pre - college programs, undergraduate’’ before ‘‘pre-law’’

(2) in paragraph (1)— ( A ) in subparagraph (B), by inserting ‘‘law school’’ before ‘‘graduation’’; and (B) by stri k ing subparagraph ( D ) and inserting the following

‘‘(D) pre-college and undergraduate preparatory courses in analytical and writing skills, study methods, and course selection;’’; (3) by redesignating paragraphs (2) through (6) as para- graphs (3) through (7), respectively; ( 4 ) by inserting after paragraph (1) the following: ‘‘(2) summer academic programs for secondary school stu- dents who have e x pressed interest in a career in the law;’’; and ( 5 ) in paragraph (7) (as redesignated by paragraph (3)), by inserting ‘‘and Associates’’ after ‘‘ T hurgood M arshall F el- lows’’. (e) D U R AT IO N .—Section 721(e)(1) (20 U.S.C. 1136(e)(1)) is amended by inserting ‘‘, including before and during undergraduate study’’ before the semicolon. (f) SU B CONTRACTS AND SUB G RANTS.—Section 721(f) (20 U.S.C. 1136(f)) is amended— (1) by inserting ‘‘national and State bar associations,’’ after ‘‘agencies and organi z ations,’’; and (2) by striking ‘‘and organizations.’’ and inserting ‘‘organiza- tions, and associations.’’. (g) STI P ENDS.—Section 721(g) (20 U.S.C. 1136(g)) is amended to read as follows: ‘‘(g) FE L LO W S H IPS AND STIPENDS.—The Secretary shall annually establish the maximum fellowship to be awarded, and the maximum stipend to be paid (including allowances for participant travel and for the travel of the dependents of the participant), to Thurgood Marshall Fellows or Associates for the period of participation in summer institutes, midyear seminars, and bar preparation semi- nars. A Thurgood Marshall Fellow or Associate may be eligible for such a fellowship or stipend only if the Fellow or Associate maintains satisfactory academic progress toward the J uris Doctor or Bachelor of Laws degree, as determined by the respective institu- tions (except with respect to a law school graduate enrolled in a bar preparation course).’’. (h) AUTHORI Z ATION O F APPROPRIATIONS.—Section 721(h) (20 U.S.C. 1136(h)) is amended by striking ‘‘fiscal year 1 9 99’’ and all that follows through the period at the end and inserting ‘‘fiscal year 2009 and each of the five succeeding fiscal years.’’. (i) R EPEAL OF CONTINUATION AWARDS.—Subsection (e) of section 731 (20 U.S.C. 1137(e)) is repealed. SEC.705 .SE N SE OF CON GR ESS. I t is the sense of Congress that— Deadlin e .
