In the report, the S ecretary shall assess the funding re q uirements necessary to address transportation needs resulting from these significant transportation impacts. SEC.2815 . R E PO R T O NA PP LI CATION O F FORCE PROTECTION AN D ANTI - TERRORIS M STANDARDS TO G ATES AND ENTR Y POINTS ON MILITARY INSTALLATIONS. ( a ) R EPORT RE QUI RE D . —N ot later than F ebruary 1, 200 9 , the Secretary of Defense shall submit to the congressional defense committees a report on the implementation of Department of Defense A nti-Terrorism / Force P rotection standards at gates and entry points of military installations. (b) CO N TENT.—The report required under subsection (a) shall include the follo w ing

(1) A description of the anti-terrorism/force protection standards for gates and entry points. (2) An assessment, by installation, of whether the gates and entry points meet anti-terrorism/force protection standards. ( 3 ) An assessment of whether the standards are met with either temporary or permanent measures, facilities, or equip- ment. ( 4 ) A description and cost estimate of each action to be ta k en by the Secretary of Defense for each installation to ensure compliance with Department of Defense Anti-Terrorism/Force Protection standards using permanent measures and construc- tion methods. (5) An investment plan to complete all action required to ensure compliance with the standards described under para- graph (1). Subti t leC—Prov i s io n s R el a te d to G ua m Reali g nment SEC. 2821. SENSE OF CONGRESS REGARDING MILITARY H O U SING AND UTILITIES RELATED TO GUAM REALIGNMENT. (a) N A TURE O F SPE C IA L PURPO S E E NTITIES.—It is the sense of Congress that any military family housing provided in connection with the realignment of military installations and the relocation of military personnel on G uam should— (1) be operated, to the e x tent practicable, in the manner provided for public-private ventures under subchapter I V of chapter 1 6 9 of title 10, U nited States Code

and (2) should be constructed in accordance with current Department of Defense building standards. (c) UTILIT Y INFRASTRUCTURE I M PRO V EMENTS.—It is the sense of Congress that the proposed utility infrastructure improvements on Guam should incorporate the civilian and military infrastructure into a single grid to reali z e and maximize the effectiveness of the overall utility system, if appropriate cost sharing and quality standards are met.
