I n the H ouse , the C hair m an of the Committee on the B udget may re v ise the allocations, aggregates, and other appropriate levels in this resolution for any b ill, j oint resolution, amendment, or conference report that provides for reform of the Internal R evenue Code of 1 9 8 6 by reducing the ta x burden of the alternative minimum tax on middle - income families by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 2008 through 2013 or for the period of fiscal years 2008 through 2018. SEC. 20 8 . DEFICIT-NEUTRAL RESERVE FUND FOR HI G HER EDUCATION. In the House, the Chairman of the Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolution for any bill, joint resolution, amendment, or conference report that ma k es college more affordable or accessible through reforms to the Higher E ducation A ct of 196 5 or other legislation by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 2008 through 2013 or for the period of fiscal years 2008 through 2018. SEC. 20 9 . DEFICIT-NEUTRAL RESERVE FUND FOR AFFORDA B LE HOUSING. In the House, the Chairman of the Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolution for any bill, joint resolution, amendment, or conference report that provides for an affordable housing fund, offset by reforming the regulation of certain government-sponsored enterprises, by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 2008 through 2013 or for the period of fiscal years 2008 through 2018. SEC. 2 1 0. DEFICIT-NEUTRAL RESERVE FUND FOR MEDICARE IM P ROVE- MENTS. In the House, the Chairman of the Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolution for any bill, joint resolution, amendment, or conference report that improves the M edicare program for bene- ficiaries and protects access to care, which may include measures such as —( 1 ) increasing the reimbursement rate for physicians while protecting beneficiaries from associated premium increases

(2) providing for— (A) an increase in the asset allowance under the Medi- care P art D low-income subsidy program so that individuals with very limited incomes, but modest retirement savings, can obtain the assistance that the Medicare Prescription Drug, Improvement, and Moderni z ation Act of 2003 was intended to deliver with respect to the payment of pre- miums and cost-sharing under the Medicare Part D prescription drug benefit;
