or ( C ) improved outreach and enrollment under the Medi- care Savings Program and the Medicare Part D low-income su b sidy program to ensure that low-income senior citi z ens and other low-income Medicare beneficiaries receive the low-income assistance for which they are eligible in accord- ance with the improvements provided for in such legisla- tion; ( 3 ) reductions in beneficiary cost-sharing for preventive benefits under Medicare Part B; or ( 4 ) limiting inappropriate or abusive mar k eting tactics by private insurers and their agents offering Medicare A dvantage or Medicare prescription drug plans by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 20 0 8 through 20 1 3 or for the period of fiscal years 2008 through 2018 .SEC.21 1. D E FI CI T-N E U T RAL RESER V EFUNDF O R H EALTH CARE Q UALIT Y, EFFECTIVENESS, AND EFFICIENCY. I n the H ouse , the Chairman of the Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolution for any bill, joint resolution, amendment, or conference report that — (1) provides incentives or other support for adoption of modern information technology, including electronic pre- scribing, to improve q uality and protect privacy in health care; (2) establishes a new F ederal or public-private initiative for research on the comparative effectiveness of different med- ical interventions; (3) provides parity between health insurance coverage of mental health benefits and benefits for medical and surgical services, including parity in public programs; (4) improves health care, provides quality health insurance for the uninsured and underinsured, and protects individuals with current health coverage; or ( 5 ) reauthorizes the special diabetes program for Indians and the special diabetes programs for T ype 1 diabetes by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 2008 through 2013 or for the period of fiscal years 2008 through 2018. SEC. 212. DEFICIT-NEUTRAL RESERVE FUND FOR M EDICAID AND OTHER P RO G RAMS. (a) REGULATIONS AN D AD M INIST R ATI V EA C TIONS.—In the House, the Chairman of the Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolu- tion for any bill, joint resolution, amendment, or conference report that prevents or delays the implementation or administration of regulations or other administrative actions that would affect the Medicaid, SCHIP, or other programs by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 2008 through 2013 or for the period of fiscal years 2008 through 2018.
