(c) D E M ONSTRATION P RO J ECT R EGARDING MEDICAID COVERAGE OF L O W -INCOME HI V -INFECTED INDIVIDUALS.—In the House, the Chairman of the Committee on the Budget may revise the alloca- tions, aggregates, and other appropriate levels in this resolution for any bill, joint resolution, amendment, or conference report that provides for a demonstration project under which a State may apply under section 111 5 of the Social Security Act ( 4 2 U .S.C. 1315) to provide medical assistance under a State Medicaid program to HIV-infected individuals who are not eligible for medical assist- ance under such program under section 1 9 02(a)(10)(A)(i) of the Social Security Act (42 U.S.C. 139 6 a(a)(10)(A)(i)) by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 2008 through 2013 or for the period of fiscal years 2008 through 2018. (d) PEDIATRIC DENTAL CARE.—In the House, the Chairman of the Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolution for any bill, joint resolution, amendment, or conference report that would provide for improved access to pediatric dental care for children from low- income families by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 2008 through 2013 or for the period of fiscal years 2008 through 2018. SEC.213 . D E FI CI T-N E U T RAL RESER V EFUNDF O RA 9/ 11 H EALTH P RO- G RA M . In the House, the Chairman of the Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolution for any bill, joint resolution, amendment, or conference report that would establish a program, including medical monitoring and treatment, addressing the adverse health impacts lin k ed to the September 11, 2001, attacks by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period of fiscal years 2008 through 2013 or for the period of fiscal years 2008 through 2018. SEC. 21 4 . DEFICIT-NEUTRAL RESERVE FUND FOR TRADE AD J USTMENT ASSISTANCE AND UNEMPLO Y MENT INSURANCE MOD- ERNI Z ATION. In the House, the Chairman of the Committee on the Budget may revise the allocations, aggregates, and other appropriate levels in this resolution for any bill, joint resolution, amendment, or conference report that reauthori z es the trade adjustment assistance program to better meet the challenges of globalization or modernizes the unemployment insurance system to improve access to needed benefits by the amounts provided in such measure if such measure would not increase the deficit or decrease the surplus for the period
