( B ) INIT I AL A P P O INT ME NT S . —T he S ecretar y shall appoint the initial members o f the C ommission not later than the earlier of— (i) the date that is 30 days after the date on which the Secretary has received all of the rec - ommendations for appointments u nder subpara g raph ( A )

or (ii) the date that is 30 days after the P ark is established in accordance with subsection (b). ( 4 )TE R M; V A C ANCIES.— (A) TERM.— (i) IN G ENERAL.—A member shall be appointed for a term of 3 years. (ii) R EAPPOINTMENT.—A member may be re- appointed for not more than 1 additional term. (B) V ACANCIES.—A vacancy on the Commission shall be filled in the same manner as the original appointment was made. ( 5 ) M EETINGS.—The Commission shall meet at the call of— (A) the Chairperson; or (B)ama j ority of the members of the Commission. ( 6 ) QU ORUM.—A majority of the Commission shall con- stitute a q uorum. ( 7 )C H AIRPERSON AN D VICE CHAIRPERSON.— (A) IN GENERAL.—The Commission shall select a Chair- person and Vice Chairperson from among the members of the Commission. (B) VICE CHAIRPERSON.—The Vice Chairperson shall serve as Chairperson in the absence of the Chairperson. (C) TERM.—A member may serve as Chairperson or Vice Chairman for not more than 1 year in each office. ( 8 ) COMMISSION PERSONNEL MATTERS.— (A) COMPENSATION O F MEM B ERS.— (i) IN GENERAL.—Members of the Commission shall serve without compensation. (ii) TRAVEL E X PENSES.—Members of the Commis- sion shall be allowed travel expenses , including per diem in lieu of subsistence, at rates authori z ed for an employee of an agency under subchapter I of chapter 57 of title 5, U nited States Code, while away from the home or regular place of business of the member in the performance of the duties of the Commission. (B) STAFF.— (i) IN GENERAL.—The Secretary shall provide the Commission with any staff members and technical assistance that the Secretary, after consultation with the Commission, determines to be appropriate to enable the Commission to carry out the duties of the Commission. (ii) D ETAIL OF EMPLO Y EES.—The Secretary may accept the services of personnel detailed from— (I) the State; (II) any political subdivision of the State; or Deadlin e .
