(b) CLER IC AL AMENDMENT.—The table of contents in section 4001(b) of such Act (division D of Public L aw 10 7– 314) is amended by striking the items relating to sections 4204 and 4204A and inserting the following new item

‘ Sec.420 4.S to c kpil e man a g ement p r ogram. ’ ’. SEC.31 1 4 . DUALV AL I DA T I ON O F ANNUAL W EA P ONS ASSESS M ENT AND CE R TIFICATION. (a) DUAL V ALIDATION.— (1) PLAN.— N ot later than M arch 1, 2010, the Administrator for Nuclear Security shall submit to the congressional defense committees a plan (including a schedule) to carry out subsection (c) of section 4205 of the Atomic Energy Defense Act (division D of Public Law 107–314

50 U.S.C. 2525), as added by para - graph (2) of this subsection. (2) DUAL V ALIDATION.—Section 4205 of the Atomic Energy Defense Act (division D of Public Law 107–314; 50 U.S.C. 2525) is amended— (A) by redesignating subsections (c) through (h) as subsections (d) through (i), respectively; and (B) by inserting after subsection (b) the following new subsection (c): ‘‘(c) DUAL VALIDATION TEAMS IN SUPPORT O F ASSESSMENTS.— In support of the assessments required by subsection (a), the Administrator for Nuclear Security may establish teams, known as ‘dual validation teams’, to provide each national security labora- tory responsible for weapons design with independent evaluations of the condition of each warhead for which such laboratory has lead responsibility. A dual validation team established by the Administrator shall— ‘‘(1) be comprised of weapons e x perts from the laboratory that does not have lead responsibility for fielding the warhead being evaluated; ‘‘(2) have access to all surveillance and underground test data for all stockpile systems for use in the independent evalua- tions; ‘‘(3) use all relevant available data to conduct independent calculations; and ‘‘(4) pursue independent experiments to support the inde- pendent evaluations.’’. (b) R ED TEAM REVIE W S.—Subsection (d)(1) of such section, as redesignated by subsection (a)(2)(A) of this section, is amended— (1) by inserting ‘‘both’’ after ‘‘review’’; and Deadlin e .
