(f) ASSISTANCE FOR T H E C O U NTRIES OF CENTRAL A M ERICA.— Of the funds appropriated under the headings ‘ ‘ I nternational N ar- cotics Control and Law E nforcement ’ ’, ‘‘Economic Support Fund’’, and ‘‘Foreign Military Financing Program’’, up to $ 83,000,000 may be made available for assistance for the countries of Central America only to combat drug traffic k ing and related violence and organi z ed crime, and for j udicial reform, institution building, anti- corruption, rule of law activities, and maritime security

d, That funds appropriated under the heading ‘‘Economic Support Fund’’ shall be made available through the U nited States Agency for International Development for continued support of an Economic and Social Development Fund for Central America: Provided fu r -th er, That none of the funds made available under this subsection shall be made available for budget support or as cash payments. (1) APPLICABILITY OF FISCAL YEAR 2009 PROVISIONS.—The provisions of paragraphs (1) through (3) of section 7045(f) of the Department of State, Foreign Operations, and Related Pro- grams Appropriations Act, 2009 (division H of Public Law 111– 8) shall apply to funds appropriated or otherwise made avail- able by this Act for assistance for countries of Central America to the same extent and in the same manner as such provisions of law applied to funds appropriated or otherwise made avail- able by such other Act for assistance for the countries of Central America. (2) DEFINITION.—For the purposes of this subsection, the term ‘‘countries of Central America’’ means B elize, Costa Rica, El Salvador, G uatemala, Honduras, Nicaragua, and Panama. (g) AIRCRAFT OPERATIONS AN D MAINTENANCE.—To the max- imum extent practicable, the costs of operations and maintenance, including fuel, of aircraft funded by this Act should be borne by the recipient country. (h) PILOT PRO J ECT.—Not later than J une 30, 2011, the Sec- retary of State, in consultation with the Secretary of Homeland Security, shall submit a report to the Committees on Appropriations on the feasibility of extending the use of passport cards as proof of identity and citizenship for the purposes of international travel by nationals of the United States, Canada, and Mexico to air ports of entry between the United States and Canada and between the United States and Mexico: Provided, That the report shall detail all relevant security, infrastructure, budget, policy, or diplomatic implications that may arise from extending such use of passport cards: Provided further, That the Secretary shall use up to $100,000 of the funds made available under the heading ‘‘Diplomatic and Consular Programs’’ in this Act for a pilot project to test the feasibility of such use of passport cards at selected air ports of entry between the United States and Canada.
