124 STAT. 4239 PUBLIC LAW 111–383—JAN. 7, 2011 ‘‘(2) In addition to transportation under paragraph (1), the Secretary concerned may provide a per diem allowance or reimbursement for the actual and necessary expenses of the travel, or a combination thereof, but not to exceed the rates established under section 404(d) of this title. ‘‘(3) The transportation authorized by paragraph (1) may be provided by any of the following means: ‘‘(A) Transportation in-kind. ‘‘(B) A monetary allowance in place of transportation in- kind at a rate to be prescribed by the Secretaries concerned. ‘‘(C) Reimbursement for the commercial cost of transpor- tation. ‘‘(4) An allowance payable under this subsection may be paid in advance. ‘‘(5) Reimbursement payable under this subsection may not exceed the cost of Government-procured commercial round-trip air travel. ‘‘(d) YELLOW RIBBON REINTEGRATION PROGRAM EVENT DEFINED.—In this section, the term ‘Yellow Ribbon Reintegration Program event’ means an event authorized under section 582 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110–181; 10 U.S.C. 10101 note).’’. (2) CLERICAL AMENDMENT.—The table of sections at the beginning of such chapter is amended by inserting after the item related to section 411k the following new item: ‘‘411l. Travel and transportation allowances: attendance of members and other per- sons at Yellow Ribbon Reintegration Program events.’’. (b) APPLICABILITY.—No reimbursement may be provided under section 411l of title 37, United States Code, as added by subsection (a), for travel and transportation costs incurred before September 30, 2010. Subtitle D—Disability, Retired Pay and Survivor Benefits SEC. 631. ELIMINATION OF CAP ON RETIRED PAY MULTIPLIER FOR MEMBERS WITH GREATER THAN 30 YEARS OF SERVICE WHO RETIRE FOR DISABILITY. (a) COMPUTATION OF RETIRED PAY.—The table in section 1401(a) of title 10, United States Code, is amended— (1) in the column designated ‘‘Column 2’’, by inserting ‘‘, not to exceed 75%,’’ after ‘‘percentage of disability’’ both places it appears; and (2) by striking column 4. (b) RECOMPUTATION OF RETIRED OR RETAINER PAY TO REFLECT LATER ACTIVE DUTY OF MEMBERS WHO FIRST BECAME MEMBERS BEFORE SEPTEMBER 8, 1980.—The table in section 1402(d) of such title is amended— (1) in the column designated ‘‘Column 2’’, by inserting ‘‘, not to exceed 75%,’’ after ‘‘percentage of disability’’; and (2) by striking column 4. (c) RECOMPUTATION OF RETIRED OR RETAINER PAY TO REFLECT LATER ACTIVE DUTY OF MEMBERS WHO FIRST BECAME MEMBERS AFTER SEPTEMBER 7, 1980.—The table in section 1402a(d) of such title is amended— 37 USC 411l note.
