Ch. 371. 1889. . m{:°"° °“'“““g '“°”i‘ by Coutract one armored steel cruising monitor, of not less t1ian ` three thousand tons displacement, at a cost not exceeding one million five hundred thousand dollars-—exclusive of armament, and of any Type premium which may be paid for increased speed—of the type, and according to the plans approved and recommended byla nava board in their report to the Secretary of the Navy, and by im referred to · and approved in his letter to the chairman of the Committee on Naval Affairs of the House of Representatives, dated January ninth, _ eiglgeem hundred and eighty-nine, to be approved by the Secretary of the av . 0<>¤¤¤·¤¢- The congact for the construction of said cruising monitor, her ‘ boilers,. engines, and machinery, shall contain pxrovisions to the effect that, under conditions to be prescribed by the avy Department, the contractor shall guaranty that the collective horse-power developed by the engines of said vessel shall equal seven thousand five hundred indicated horse—power, and that said vessel when completed and tested for s eed, under conditions to be prescribed by the Navy Deartment, sdiall exhibit a maximum speed of not less than seventeen Speed., · knots per hour; and the contract for said vessel shall contain a further provision that for every quarter of knot of speed so exhibited above said guaranty of seventeen knots the contractor shall receive a premium, over and above the contract price, of fifty thousand dollars, and for every uarter—knot that said vessel fails of reaching said guaranteed speed there shall be deducted from the contract price the sum of fifty thousand dollars.
