methods of cultivating the soil by irrigation, remaining unexpended on _ January first, eighteen hundred and ni11ety-two, is hereby reappropri— R°*`*PP"°P!'i¤ti”¤· ated and made available for said purposes, until the fifteenth day of April next, and out of said amount the disbursing officer of the Department of Agriculture shall be reimbursed in the sum of nine hundred and eighteen dollars and seventysix cents, by him paid out since January first, eighteen hundred and ninety-two, as salaries and expenses of the division of said Department having charge of the irrigation inquiry, and from said amount there shall also be paid all unpaid balances of compensation due persons heretofore employed in said division for services rendered and not yet paid for, said report and all °°¤*P*°“°¤- proceedings hereunder to be completed by the fifteenth day of April. CHAP. 19.-An act to prevent fraudulent transactions on the part of commission ""‘—"v·····- rérgglhgrigs and other consrgnees of goods and other property in the District of Be it enacted lm the Senate and House of Representatives of the United b_District or comm- States of America in Congress assembled, That if any factor, commis— Q,,,,,,,,,,,,,,,, M, sion merchant, consignee, or any person selling goods on commission, chg::;,, M wm} or the agent, clerk, or servant of such person, shall convert to his own tending ieturns et use in the District of Columbia any provisions, fruits, ilour, meat, but- ·¤*°¤· ter, cheese, or any other goods, merchandise, or property, or the proceeds of the same, and shall fail to pay over the avails or proceeds, less his proper charges, within five days after receiving the money or its equivalent from the purchaser or purchasers of said goods or produce, and alter demand made therefor by the person entitled to receive the same, or· his or her duly authorized agent, he shall be deemed guilty of a misdemeanor, and upon information and conviction in the police court of the District of Columbia shall be lined not more than one thousand dollars or be imprisoned not exceeding six months, or both, in the discretion of the court.
