That the information furnished by an individual estab- d,,E§'§{““°‘°“ °°“6‘ lishment under the provisions of this Act shall be considered as strictly confidential and shall be used only for the statistical ur- _ pose for which it is suplplied. Any employee of the Bureau ofp the suiillilliiiilimdailighég ensus who, without the written authority of the Director of the °‘· Census, shall publish or communicate any information given into his possession y reason of his em loyment under the provisions of this Act shall be guilty of a misdlimeanor and shall, upon conviction thereof, be fined not more than $1,000, or imprisoned not more than one year, or both. _ Sec. 3. That it shall be the duty of every owner, president, treas- ,,,}§§$"{’,‘}t"},‘}, ,,,,§,§; urer, secretary, director, or other officer or agent of any cottonseed— ¤>=¤¤¤f¤¢¤>ri¤s¤¢¢· oil mill, manufacturing establishment, refinery, or warehouse, where cottonseed products are produced, manufactured, or stored, when uested by the Director of the Census or by any special agent or mer employee of the Bureau of the Census acting under the u1structions of said director, to furnish completely an correctly, to the best of his knowledge, all of the information concerning the quantity of cotton seed received, consumed, or on hand, and the quantity of crude and refined oil, cake and meal, hulls and linters produced, and the quantity of these products shipped and on hand. The request of the Director of the Census for in ormation concerning the quantity of cotton seed received, consumed, and on hand, the quantity of crude oil Shipped, and the quantity of crude oil consumed and stocks on hand maybe made in writing or by a visiting representative and if made in writing Shall be orwarded by registered mail, and the registry receipt of the Post Office Department shall Pumshmm M m_ be accepted as prima facie evidence of such demand. Any owner, fusing to surnisirem. president, treasurer, secretary, director, or other officer or agent of any cottonseed oil or manufacturing establishment, refinery, or warehouse, where cotton seed and cottonseed plroducts are manufactured or stored, who, under the conditions ereinbefore stated, shall refuse or willful] neglect to furnish any of the information herein provided for or shall, willfully give answers that are false shall be guilty of a misdemeanor and upon conviction thereof shall be fined not more than $1,000. , Sec. 4. That the Director of the Census be, and he is hereby, ,,§.,}§“,,°.§$t.§°,'§’.,t,,’f”°°" authorized and directed to collect and publish statistics of raw and 0,Qcg?{g:igse§¤;§*i$ prepared cotton and linters, cotton waste, and hull fiber consumed m be published. ’ the manufacture of guncotton and explosives of all kinds, and of absorbent and medicated cotton, durintg the calendar year nineteen hundred and fifteen, and quarterly ereafter, and the quantity held in such establishments at the end of each quarter. The statistics herein provided for are in addition to those now collected m _ compliance with the Act of Congress approved July twenty-second, WL 37’p‘1°& nineteen hundred and twelve, the provisions of that Act being made applicable to and governing the collection and publication of the ata.
