"(b) Any person who (1) knowingly issues or is a party to the Unlawful issue of cer- tificate .

SEC . 12 . Sections 1 to 10, inclusive, of this Act shall take effect on July 1, 1929 . The remainder of the Act shall take effect upon its enact ment . Approved, March 2, 1929 .
