(b) GENERAL REPEAL .-All Acts and parts of Acts inconsistent with the provisions of this Act are hereby repealed . (C) RI GHTS AND LIABILITIES UNDER ACTS REPEALED OR MODIFIED .- The rep eal of exist ing la ws or modifi cations or re enactm ents t hereof embraced in this Act shall not affect any act done, or any right accruing or accrued, or any suit or proceeding had or commenced in any civil or criminal case prior to such repeal, modifications, or reenact ments, but a ll lia biliti es und er such laws shall contin ue and may be enforc ed in the sa me man ner as if suc h repe al, mo difica tions, or reenactments had not been made . All offenses committed and all penalties, under any statute embraced in, or changed, modified, or repealed by this Act, may be prosecuted and punished in the same manner and with the same effect as if this Act had not been passed . No Acts of limitation now in force, whether applicable to civil causes and proceedings, or to the prosecution of offenses or for the recover y of p enalti es or forfei tures embrace d in, modifi ed, ch anged, , or repealed by this Act shall be affected thereby so far as they affect any suits, proceedings, or prosecutions, whether civil or criminal, for causes arising or acts done or committed prior to the taking effec t of this Act, whic h may be comme nced and p rose cuted with in the same time and with the same effect as if this Act had not been passed . (d) CERTAIN ACTS NOT Ar'i CTED .-Nothing in this Act shall be construed to amend or repeal any of the following provisions of law (1) Subsections 1, 2, and 3 of paragraph J of Section IV of the Act en titled "An A ct to reduce tariff dutie s and to pro vide revenue for the Government, and for other purposes," approved October 3, 1913 (relating to restrictions on importations in for- eign vessels or through contiguous countries), as modified by the Act of March 4, 1915, chapter 171 ; (2) Subsection 2 of paragraph N of Section IV of such Act of October 3, 1913 (relating to the manufacture of alcohol for den aturiz ation only) ; (3) Section 30 of the Act entitled "An Act to simplify the laws in relation to the collection of the revenues," approved June 10, 1890, as amended (providing for an Assistant Attorney General in charge of customs matters) ; (4) The Act entitled "An Act relating to the use or disposal of ve ssels or vehicles forfeited to the United St ates for violation of the customs laws or the National Prohibition Act, and for other purposes," approved March 3, 1925 ; nor (5) The Antidumping Act, 1921 . SEC. 652 . SEPARABILITY OF PROVISIONS . If any provision of this Act, or the application thereof to any per- son or circu mstanc es, is held invali d, the remain der of the A ct, an d the ap plicat ion of such provis ion to other person s or c ircums tances , shall not be affected thereby . SEC. 653 . EFFECTIVE DATE OF ACT. Except as otherwise provided, this Act shall take effect on the day following the date of its enactment . SEC. 654. SHORT TITLE .
