In each country concernedl the exchange offices of entry and. d~parture, to the exclusion of all other intermediate offices, enter in the bulletin the information concerning the transit effected by them. The last intermediate ex- change office shall send the bulle- tin C 25 directly to the office of destination. The bulletin is then returned by the Admjnjstration of destination to the office of origin in support of the Form C 17. When a transit bulletin whose issuance was requested or is an- nounced at the head of the letter bill is missing, the office of desti- nation is bound to make claim for it without any delay.
