Plenipotentiaries. which was signed at Washing- ton, January 15, 1909, but is not now in force, and for that purpose they have appointed as their respective Plenipotentiaries: The President of the United States of America: Mr. Frank. B . Kellogg, Secretary of State of the United States of America; and His Serene Highness the Re- gent of the Kingdom of Hungary: Count Laszl6 Szechenyi, Envoy Extraordinary and Minister Plen- ipotentiary of Hungary to the 'United States of America; Who, having communicated to each other their full powers found in good and due form, have agreed upon the following articles: ARTICLE I.
