APRIL 22, 1932 . available for the fiscal year 1933 for such projects for the further development of agriculture and industry, and for promoting the general welfare of the islands as may be approved by the President, including the acquisition by purchase, condemnation, or otherwise, of land and the construction of buildings for use in administering the affairs of the islands ; the purchase of land for sale as homesteads to citizens of the Virgin Islands ; and the making of loans for the construction of buildings, for the purchase of farming implements and equipment, and for other expenses incident to the cultivation of land purchased for resale as homesteads . SAI NT ELIZABETHS HOSPITAL For support, clothing, and treatment in Saint Elizabeths Hospital for the Insane of insane persons from the Army, Navy, Marine Corps, and Coast Gua rd, insan e in mates of the N atio nal Home for Disab led Volunteer Soldiers, persons charged with or convict ed of crimes against the United States who are insane, all persons who have become insane since their entry into the military and naval service of the United States, insane civilians in the quartermaster service of the Army, insane persons transferred from the Canal Zone who have been admitted to the hospital and who are indigent, American citi- zens legally adjudged insane in the Dominion of Canada whose legal residence in one of the States, Territories, or the District of Columbia it has been impossible to establish, insane beneficiaries of the United States Employees' Compensation Commission, and insa ne benefici- aries of the United States Veterans' Bureau, including not exceeding $27,000 for the purchase, exchange, maintenance, repair, and opera- tion of motor-propelled passenger-carrying vehicles for the use of the superintendent, purchasing agent, and general hospital business, and including not to exceed $200,000 for repairs and improvements to buildings and grounds, $1,245,653, including mai ntenance and operation of necessary facilities for feeding employees and others (at not less than cost), and the proceeds therefrom shall reimburse the appropriation for the institution ; and not exceeding $1,500 of this sum may be expended in the removal of patients to their friends,, not exceeding $1,500 in the purchase of such books, periodicals, and newspapers, as may be required for the purposes of the hospital and for the medical library, and not exceeding $1,500 for the actual and necessary expenses incurred in the apprehension and return to the hospital of escaped patients : Provided That so much of this sum as may be required shall be available for all necessary expenses in ascer tainin g the reside nce o f inma tes wh o are not or who cease to 15e prop erly char geab le to Fed eral main tenan ce i n th e ins titu tion and in returning them to such places of residence : Provided further, That no p art of t his a ppro priat ion shall be expe nded for- the p ur- chase of oleomargarine or butter substitutes except for cooking pur- poses : Provided further, That during the fiscal year 1933 the District of Columbia, or any branch of the Governm ent requiring Saint Elizabeths Hospital to care for patients for which they are respon- sibl e, sh all pay by ch eck to th e su perin tend ent, upon his writ ten request, either in advance or at the end of each month, all or part of the e stimat ed or actual cost of su ch mai ntenan ce, as the case m ay be, and bills ren dere d by the Super inte ndent of Sain t Eli zabe ths H os- pital in accordance herewith shall not be subject to audit or certifi- cation in advance of payment ; pro per a djus tment s on the basi s of the actual cost of the care of patients paid for in advance shall be made monthly or quarterly, as may be agre ed upon betwee n the Superintendent of Saint Elizabeths Hospi tal and the District of
