The su rveyor of the Dist rict of C olumbia is hereby author- prepared eaby lets t obe ized to prepare the necessary plat or plats showing all parcels of land to be transferred, and portions of streets to be osed and trans- ferred, in accordance with the provisions of this Act, with a certifi- cate affixed thereon to be signed by the authorized officials represent- ing the Government agencies designated, after which said plat or plats shall be recorded upon the order of the Commissioners of the District of Columbia in the office of the surveyor of the District of Columbia ; and said plat or plats, when duly recorded in said office eonstieute recorde sing, of the s urveyor o f the Dis trict of Columbia , shall c onstitute a legal etc g closing of streets and transfer of property for the purposes as set forth in the provisions of this Act .
