(b) To manufacture, purchase, or otherwise acquire such para- do le y, etc. sters, sta - phe rnal ia, flags , po sters , st ation ery, bad ges, prog rams and othe r pr inted matter , and light ing fa ciliti es as may b e deem ed nec essary by the corporation for the purposes of said celebration .
